XCOTA TAG V5.5 corresponding Special core and gameplay patch sources

FBNeo/ is the complete Windows source tree from BUILD-PROVENANCE.json.
Its modified Capcom and extra libretro loader/controller files match all recorded source pins;
both actual core binary hashes and the final Special descriptor were checked.
src/burner/libretro/libretro.cpp supplies the Special content-pairing gate.
src/burner/libretro/retro_input.cpp defers controller refresh while content
is inactive; the initialized active four-port mapping body is retained.
prepared/ contains both exact flat player source chains, plans and documents.
gameplay-repairs/ contains the explicit pinned authored-source selection.
SOURCE-FILES.json inventories every archive member except itself.

No game ROM, key, core binary or donor sample is supplied in this archive.
The Special instruction budget is a software profile change; it does not
establish physical-board capacity or full imported-character donor parity.
Voice/effect support and CPU strategy remain limited to the supplied actual
acceptance and its evidence. This archive alone certifies no gameplay run,
physical controllers, native Windows session, or universal CPU difficulty.

Build from FBNeo/src/burner/libretro with SUBSET=xcota, REGEN_HEADERS=0,
SPLIT_UP_LINK=0 and TARGET_NAME=fbneo_xcota_special_expanded using the
recorded platform tools and commands. Keep the custom descriptor and sources.

GAMEPLAY-ACCEPTANCE-SNAPSHOT.json preserves the completed acceptance fields
before the archive hash exists. The final acceptance adds only that hash;
the successor sealer compares this exact canonical snapshot projection.
